What do you mean by "adding Team Members"? You can create users, then assign them to projects as "Participants". Once you have done that, you can assign roles to the Participants.

As for assigning Tasks, you cannot assign Tasks to other people. They have to claim Tasks themselves. That has something to do with commitment. Scrum is not about top-down management of a Team. The Team has to self-organize.
