0 SP Stories in Planning Poker esitmation help

Stories that are estimated with 0 SP should only be displayed by the Planning Poker estimation help when the user hovers the 0 SP card. Otherwise they represent a neutral addition operation that is not helpful for comparing Story complexity.

For example, for estimation 1 SP, the display

sto204 Place a Create Story button at the bottom of the PB (0 pts) and twice as much as sto218 Display view location in window/tab title (0.5 pts)

should be just

twice as much as sto218 Display view location in window/tab title (0.5 pts)
