This behaviour is intended. Creation and deletion of entities is never written to the journal, because it can be subject to a lot of changes and simply by existing (or not existing), entities are not that relevant. They are references if any other action apart from creation/deletion is taken, e.g. pulling Stories to Sprints, claiming Tasks, etc. Also, if you want a new entity to appear in the Journal, comment on it and write why other participants should take a look.
