"Show change history" action collapses blocks

Selecting "Show change history" from the action menu of an open block collapses it. The change history is fetched regardless, but the user must reexpand the block to see it.

Blocks that are already expanded must remain open when "Show change history" is selected.

The behaviour of collapsed blocks is correct.
