Disable File Repository globally or per-project

As a Kunagi system administrator:

I would like the ability to disable file uploads or the entire file repository feature, per-project or globally.

So that I can prevent large files (or sensitive data files) from being uploaded to the Kunagi server.

In my specific scenario, we have other tools (source code version control and other CM repositories) which are better at sharing data files.
