Data directory
When running Tomcat as a Windows XP service, Kunagi stores its data in %windir%/system32/webapps/kunagi. When running Tomcat in standard mode, the data is stored in Tomcats "bin" directory.
It would be better, if the user data would always be stored in the user directory (e.g. %userprofile%/.kunagi).

We have to make the data directory configurable and define good defaults for the different operating systems. On windows it will be the users directory, while on unix, it will be the work directory.
This will be implemented with iss321.
