Bug fix rejection should clear Fix releases field

When a Team Member sets a bug fixed, Kunagi fills in the Fix releases field to be the next Release. However, if the Product Owner rejects the fix, Kunagi should clear the field so it can be set again once the fix is actually done.

Otherwise, fixes that have been attempted in past Releases are stuck in the past Release.

Statement from Kunagi Team

This Issue contradicts the problem that Issues that have been claimed for a past Release are possibly meant to be release for a past Release (i. e. long time support version, while working on a new one).
