TODO feature
Issues currently can be categorized in ideas and bugs. I would like to see a third category, a kind of TODO issues, which are not necessarily faults in the product that need to be fixed, nor abstract ideas, but more concrete small work pakets. These TODOs would be very similar to tasks, but without being associated with a story. Things like "migrage test X to the new testing framework", which isn't a bug and shouldn't clutter up the bug list with some arbitrarily chosen priority, and isn't an idea that needs it's own story, but just a small task that's not big enough to warrant it's own story.

I think that your example is actually a Story rather than an Issue or a Task. However, the Todo feature is already planned as sto226. I have extended it to include Team Members, since we had only SM and PO in mind.
