Public comments
Users can comment on entities that are available to the public (sto48), in order to ask questions, offer solutions, suggest improvements or just state their opinion.
Acceptance tests
- users can comment entities on the web page
- public comments can be seen on the web page
- within Kunagi users can see both public and internal comments (i. e. by a splitting of the current comments-view into a tabbed panel)
- spam from the web page should be prevented
- comments need to be editable and deletable
