Place a Create Story button at the bottom of the PB

When working on areas of the Product Backlog, it is not possible to click or drag the Create Story actions, because they are at the top of the page.

While this should permanently be solved by providing access to the action not only at the top and bottom, an easy termporary solution is to place another Create Story button at the bottom of the PB.
