Impediments blocking Stories
Impediments can block Stories (in the Product Backlog).
Acceptance tests
- Users can set a Story to be blocked by an Impediment
- Stories that are blocked by impediments are marked as blocked
- Stories that have Tasks that are blocked are also blocked
